The Chief Minister’s Inspection, Enquiries and Implementation Department (CMIE&ITD) was initially established as Governor's Inspection Team in the year 1960. It has evolved through times as the Governor's Inspection Team (1960 to 1978), Provincial Inspection Team (March 1978 to June 1984), Chief Minister Evaluation & Inspection Team, (June 1984 to August 1985), Governor’s Inspection & Evaluation Team (May 1988 to October 1988), Chief Minister’s Inspection & Evaluation Team (May 1988 to November 1999), Sindh Provincial Inspection, Inquiries and Implementation Team (November 1999 to October 2000), Governor’s Inspection, Enquiries and Implementation Team (October 2000 to April 2003) and Chief Minister's Inspection, Enquiries and Implementation Team (April 2003 to July 2020). The Chief Minister’s Inspection, Enquiries, Implementation Team Department became an Administrative Department under Sindh Government Rules of Business, 1986 with effect from 13th July 2020.
The CMIE&ITD at present consists of a Chairperson (BS-21), Secretary (BS-20), Director General Technical (BS-20) and Four Members ((BS-19). The work of the department is distributed department-wise amongst the four Members, whereas inspection of major development schemes including foreign funded projects is carried out by CMIE&ITD’s Technical Wing comprising Director General (Technical), Director Engineering, Director Technical and Deputy Director Technical based at Hyderabad.
In recent past, the Chief Minister Sindh has involved CMIE&ITD in high profile enquires, organizational performance reviews and inspections. Under the stewardship of the Chairperson, the CMIE&ITD has conducted impartial enquiries in prompt and judicious manner and submitted findings and recommendations for appropriate action. The CMIE&ITD plays a critical role in improving transparency, accountability, service delivery and good governance. The Chief Minister Sindh’s vision and the inspiration motivates the CMIE&ITD and its performance.
Functions:
- Inspection of Major Development Projects (ADP & Foreign Funded).
- Inspection of Government Departments to bring serious observations to the notice of the Government together with recommendations for improvement.
- Cognizance of any important matter affecting public interest and draw attention of the Authorities concerned for corrective action.
- Conduct inquiries in respect of Provincial Departments, Institutions, Organizations and their Employees.
- Entertain complaints of serious/urgent nature and refer these to the concerned quarters for expeditious disposal or carry out Inquiry/Probe as appropriate.
- Undertake research on matters of public importance to suggest reform measures to the Government.
- Identify Redundancies to Address Waste of Public Resources.
- Review and Monitor the Progress of Major Projects and Socio-Economic Initiatives with the Objective of Identifying Bottlenecks and Suggesting Way Forward to Achieve Timely Implementation.
- Directly Submit Reports to the Chief Minister. May Endorse Copies to the concerned Departments except those which may be of Confidential Nature.
